Bug 32730 added a new 'Patron lists' tab in the patron record. This tab is
useless if there are no patron lists. Plus, it's completely empty, so it looks
like a bug. We should not show this tab if there are no patron lists in the
system.
To get there:
1. Make sure there are no patron lists in the system (Tools > Patron lists)
2. Go to a patron record
--> At the bottom of the page, there is a 'Patron lists' tab
3. Click the 'Patron lists' tab
--> There is nothing
