If the UseACQFrameworkForBiblioRecords is set to use, then I expect that those records should use the ACQ framework until I select a different one, not automatically when the record is saved or the item is received. As Esther indicated, libraries like the prior behavior of being able to identify all records created using the ACQ framework, rather than having to sort through vendors and baskets. Libraries have the option to change the framework when uploading MARC files, so the streamlined functionality already exists in other parts of Koha.
