I don't know if it is already an enforced "rule", but 1 or 2 times I tried to
add followup to bugs pushed to master, and I was said to create new bugs (for
ex., a followup for UNIMARC of a MARC21 enh).
After having thougth at this, I believe it was a good advice ;-)
