Suspensions should be considered a different thing from fines (money wise).
Both can be concurrent actually.
They should be recorded in its own table on the DB, and have its own class
under the Koha namespace.
Requirements:
- We should be able to know what items under what circumstances triggered a
suspension.
- We should be able to set a max suspensions limit in a period of time.
