Then when the issue fails due to circulation rules (or say, the account is blocked), and the problem is resolved (say, by renewing the account), the issue is still prevented. CirculateILL appears to demand its biblio is item-free. (This can also happens if a basket attaches its item to the biblio created by the ILL request).
