Bug 28130 added a page in the patron's account in the staff interface to see
the patron's serial alert subscriptions. This page is only visible if the staff
member has one or more serial permissions.
I propose we change this so that circulation staff can see the patron's
subscriptions and unsubscribe them if necessary.
list_borrowers : view the page
edit_borrowers : view the page and unsubscribe
anything in serial : click on serial subscription link
I had also mentioned having the link point to the bibliographic record if the
staff member doesn't have serial permissions, but I don't know how easy that
would be.
