To recreate:
1. Turn CircConfirmItemParts to 'require'.
2. Add a items.material note to an item
3. Checkout the item to a patron. Notice the "Note about the accompanying
materials:" message.
4. The item is checked out with needing confirmation, as if
CircConfirmItemParts was set to 'Don't require'
