Bug 6419 added an html customisation feature to various homepages and it would
be useful to have one like StaffILLHome for interlibrary loans to almost
complete the set. As the ILL homepage becomes long it might be best to place
the HTML customisation feature at the top of the page rather than at the
bottom.
