I was wondering why you wouldn't just use CSS and I thought that UX might be
the reason.

And if you start to pull that thread... I think that you actually have a really
good point. 

Further, how cool would it be to have a colour palette that could be configured
by a web administrator? 

In theory, using CSS variables would make it not too hard to define and
re-define a palette.

Honestly, "branchcolor/library_color" as a database column feels wrong to me,
but... on the right track.
