Koha fails to import default MARC bibliographic framework.
To reproduce:
1. Have an exported framework file.
2. In Administration > MARC bibliographic frameworks try to import it into
Default framework.
3. This will fail, with a redirect to a strange looking page, and with lots of
errors in the logs.
