In a typical library ILL is managed by a designated staff. The ILL
notifications sent to staff should be sent to specific email adresses (a
general one for all branches, or different adresses depending on the branch
managing the request)
If I understand well this is not the behavior of "ILLDefaultStaffEmail"
syspref, which Koha uses only as a fallback in the absence of a library
address.
