In the 'Format' tab, the CSS will be applied to ALL NOTICE (no matter the transport type) but only when PRINTING them. I find this incredibly confusing personally and it's one of the things I highlight as a bug in bug 38090, bug 33260 and the original bug 33478. I have no idea why the 'Apply format setting to all notices' was ever added to the format tab..
