I don't think there's a point in cluttering opened bugs forever, it'd be searchable in exact same way no matter if opened or not for such people. Unless the actionable solution for the bug would be deemed a patch to .deb control files to enforce a newer version, but the only practical result will be that the whole attempt to upgrade Koha on ancient Ubuntu/Debian versions would explode rather than just some small subset of features, so not sure if that'd really be an improvement either.
