The news function could benefit from the ability for patrons comment on
individual news. This would even make the news a viable replacement for a
separate blog for many libraries with the additional benefit of keeping the
blog integrated with the opac.
A starting point of functions:
* The ability for logged in patrons to create a comment.
* A system parameter to turn comments on/off.
* Displaying comments on the users profile in opac.
* Checking "notify me of follow up comments" should communicate additional
comments on the patrons profile in opac.
* Integration with external spam-filters (at least if we allow anonymous
comments).
* Perhaps the ability to comment anonymously while not logged in? Might need to
be thought through.
