Right now, if CircConfirmItemParts is on and a patron using SCO attempts to
checkout an item with a material note they see "Item must be checked out at a
circulation desk."
It would be nice if there was an option to confirm the circ parts, not just
block.
Maybe something to build on top of Bug 34643
