saying a drag and drop option would be better for reordering news items,
additional content items, serial numbering patterns and item groups and
anything else where we specify a numbered "display order". While I agree from a
UI/UX POV, it is outside the scope of 35145 IMO.
Here is where a display order is settable by the user:
- Z39.50 servers
- Serial subscription frequencies
- Serial numbering patterns
- Item groups
- Additional contents (news and html customizations)
