Bug 39657 makes the API block holds for patrons in a manner consistent with the
Koha OPAC. This includes enforcing BlockExpiredPatronOpacActions as it pertains
to holds.
We should also make the API enforce BlockExpiredPatronOpacActions for item
renewals.
