If you have opaclanguagesdisplay turned on and OpacLangSelectorMode set to
"both" or "footer," BUT you only have one language enabled, an empty footer bar
might be shown when these prefs are off:
- OPACReportProblem
- CookieConsent
- OpacKohaUrl
