Currently there are things we store in cookies:

KohaOpacLanguage
LastCreatedItem
marctagstructure_selectdisplay
search_path_code
searchToOrder
There might be other settings we want to save per user (vue dashboard settings,
column configuration, themes once those are added, etc)
This bug is for the creation of a system (probably a table really) for storing
that information on a per user basis.
