I noticed while translating that the link to the
NoIssuesChargeGuarantorsWithGuarantees syspref in the patron category settings
page is a link to NoIssuesChargeGuarantees. A simple copy-paste error I think.
To recreate:
1. Go to Administration > Patron categories
2. Click New category
--> Notice the hint under "Guarantors with guarantees checkout charge limit" is
to the NoIssuesChargeGuarantees system preference rather than
NoIssuesChargeGuarantorsWithGuarantees
