In our old system (SirsiDynix) we were able to enabled renewals on lost on lost
items that would renew the loan and refund the replacement fee automatically.
We would like to this is ability in Koha.
So, basically, we want RefundLostOnReturnControl but for renewals as well as
returns, i.e. RefundLostOnRenewalControl
