A patron wants to borrow a book, DVD etc. but when the circ staff person tries to check the item out, it is not on the system. Then circ staff could add an on the fly (Fast Add) bib and attach an on the fly item. they should have a very minimal permission set to allow the item to circulate. Cataloging staff at the library on the other hand should have the ability to add brief bibs and items at a higher level and be able to edit those items and brief bibs. There should be levels of permission: fast add (circ staff), cataloging brief bibs and full times (library cataloging staff), higher level for central consortium cataloging staff (full editing permissions). The mid level permission for library staff is missing in Koha.
