Sounds like a bug to me.

That could be. That's why I raised bug 39376. I wanted the ability to disable
creating private lists in the staff interface as well.

I think that's how bug 13888 is supposed to work? Sounds like there might be
some bugs to iron out. 

That said, I did a bunch of work on lists in 23.11 and I thought it carried
over to 24.11, but maybe I need to double-check that...
