It would be helpful if libraries with multiple locations could set a
per-library ReservesMaxPickUpDelay without having to use the 'Holds pickup
period delay (days)' column in circulation rules for each patron category/item
type combination. This could be especially helpful for circumstances where all
other rules are the same, like hold lockers. 

For example:
-ReservesMaxPickUpDelay is set to 3
-Library A (physical building) gives patrons 3 days to pick up their holds
-Library B (hold locker) gives them 5 days, but shares all other rules
-Since all other rules are shared, the library uses 'Standard rules for all
libraries' in circ rules
-To give patrons 5 days to pick up from the hold locker, libraries have to
clone their 'Standard' rules to create a separate set for Library B just so
that they can set 'Holds pickup period delay (days)' to 5 for every rule. This
is time consuming to set up for libraries with many rules, more difficult to
maintain when changes happen, and more open to errors.
