When sharing a report to mana, it is sent with the Note written at creation or
in another menu. To incent librarians to better document their report when
sharing them, we can add the ability for the librarian to modify the report's
note when sharing it. It links the act of sharing to the act of documenting it,
This will allow for less friction when sharing a report that is not yet well
documented, and for the user to react to the warning from bug 40925
