All other customization belong in additional > contents. I changed my mind after reviewing Bug 27334. It is not close to ready for inclusion. It has pretty glaring security issues and doesn't deal with CodeMirrror vs TinyMCE at all. So this needs to stay in Notice/Slips until there is a viable alternative. At which point we'd already have a bunch of things to migrate out of notice/slips.
