I know we've also had partners ask about this functionality following the same logic as I did. Your test plan and patch only really works if specific branches are more permissive than the general rule. I'd expect it to work more like the check that compares patron/item type rules to the default rules per branch, first it checks the most specific (branch/item type/patron type) match, then gets less specific (branch default) then if it hasn't hit that limit the global limit.
