We would like it if it was possible to add a circulation/fines rule that would
block patrons from checking out a specific item type (or collection) if the
patron has *any* fines or overdue items. The patron would still be allowed to
check out most of the library's collection, but they would not be permitted to
check out anything from a specific group of items if they have a single overdue
item or any fines.
