To recreate:
1 - Place a hold for a patron, and check in an item and confirm
2 - Go to patron details - holds tab - check the box next to the waiting hold
and click 'Suspend selected'
3 - Get a model, click 'Suspend'
4 - Nothing happened
5 - Check the console (F12)
6 - You can view the 400 response and see the response has
error "Found hold cannot be suspended. Status=W"
7 - That user is not displayed to user, nor is the modal removed
