The permission edit_items_restricted in patron permissions is governed by
SubfieldsToAllowForRestrictedEditing, but should have a field to allow
additional fields as needed, or a check mark to exclude
SubfieldsToAllowForRestrictedEditing and only allow what is defined in the
permission.
