This issue is especially frustrating for libraries new to Koha acquisitions.
The messaging suggests that changing item data in the item tab will set default
values for all items in the order file, making it appear that libraries have to
add item data they don't want in order to import the file and then go in and
manually correct items. 
However, in my testing setting an item type in the items tab does not override
unique item types on individual items in the order file. 
In the long term this needs to be fixed - if there is item type data for
individual items, the required item type subfield should not block import. 

For now, this gives libaries a workaround: set an item type in the item tab and
save the file to the basket.
