I think it's a real "gotcha" but I suppose it is also an edge case for a lot of libraries. Definitely worth having the open bug report I think. And it's food for thought for how we want to manage these types of restrictions going forward. It is the kind of thing that would benefit from a unified approach I think. At the moment we have some things in permissions, some things in library groups, some things in system preferences. It's not totally coherent.
