The suggestion cancellation email is not being sent to the patron after the
order is cancelled.

For example, the library ordered the books from the vendor. After placing the
order, the vendor informed us that the book is not available. The library then
reopens the basket and cancels the order. In this case, the suggestion
cancellation email is not being sent to the patron.
