LoadCheckoutsTableDelay should work on circulation.pl (patrons check out page)
and moremember.pl (patrons detail page) as on both pages the checkouts table is
available.
However the delayed loading is only working on circulation.pl while the table
gets loaded immediately on moremember.pl.
To recreate:
a) set syspref LoadCheckoutsTableDelay to 5 seconds
b) check out an item (39999000011418) to a patron
c) notice the checkout table gets loaded after 5 seconds
d) got to the patrons details page and notice the table gets loaded immediately
