I don't like the idea of staff being able to change this for patrons. We have
it turned off by default and don't want staff changing it, because then it
isn't left up to the patron. I do think that it should allow for the setting to
be updated if the patron category is changed though.

A workaround we use is that when we sign someone up for home delivery, we do an
intake visit with that patron, and the staff member signs into the OPAC with
the patrons and they update the setting together. This is also something we
offer to patrons when they come in to the library.

If it were allowed, I'd really only want staff to be able to turn privacy off,
not on. But that's just our library. Other libraries in our consortium probably
want the exact opposite.
