If you use this URL to log a purchase suggestion when not logged in:
/cgi-bin/koha/opac-suggestions.pl?op=add_form
you get taken to a login screen and after logging in the URL loses the
?op=add_form part of the URL which means the page you are taken to doesn't
allow the addition of a new suggestion.
To reproduce:
1) On the OPAC while not logged in
2) Go to ..../cgi-bin/koha/opac-suggestions.pl?op=add_form
3) Log in
4) The resulting page is ..../cgi-bin/koha/opac-suggestions.pl which doesn't
allow the addition on a new suggestion
