Staff are able to mark a checked out item to "missing" status, which is then
instantly charging the patrons account.
Just like "PreventWithdrawingItemStatus" gives the option to prevent
withdrawing items if they are checked out or in-transit, we should have a
similar option to prevent marking items missing when they are checked out or
in-transit.
