We have the check in column hidden, as we do not want staff to check anything in unless they are physically holding an item in their hand and scan the barcode. Otherwise, bad things happen. Removing the circulate_remaining_permissions appears to remove the staff member's ability to access a patron's check out screen completely, so the only option presently is to keep the check in column visible if I want a staff account to be able to conduct checkouts. I tested the patch and it appears to restore the desired behavior.
