We use the ILL module but do not use the partner library feature as discussed
here

However, if I select the first empty option in the ILLPartnerCode setting, a
warning is present on the About > System Information tab: "The ILL module is
enabled, but ILLPartnerCode system preference is empty. Falling back to the
hardcoded 'IL'." We should be able to simply leave this preference null without
seeing a warning, since the module functions without it and we are not using
the feature.
