When creating a new authority type, you get an error trace when you go to
Actions > MARC structure, for a newly created authority type that does not yet
have any tags:

To reproduce (using KTD):
1. Go to Administration > Catalog > Authority types
2. Create a new authority type: New authority type
- Authority type: TEST
- Description: Test
3. Attempt to add a new tag: For the new authority type created, select Actions
> MARC structure.
4. You get the error trace as described in the description.
5. Note that for an existing authority type, you don't get this error.
