The effective=true API response always returns context as */*/* (fallback), so ruleSetInDb.context differed from currentRuleSet.context (which was overridden to the real context). Fix by overriding ruleSetInDb.context before the hasConflict comparison, consistent with the existing pattern in setCurrentRuleSet.
