Looking at an old plugin I did with a plugin wrapper and I did include a jsinclude in it. I think it probably just a case then of the latter overriding the former. -- It's outside the scope of this change, but I have been thinking that we need a mechanism to replace jsinclude, so that one can provide multiple blocks.
