If you are using the CollapseFieldsPatronAddForm preference the content in the
specified fieldsets is hidden. The checkbox says 'Show collapsed fields' but
these fields are actually hidden not collapsed in the way that a screen reader
understands.
The keyboard or screen reader user just has to learn that this checkbox is
their only hope of expanding the hidden fields. There's no way for them to
easily navigate between the fieldsets.
Each legend is clickable by mouse to expand and collapse. The same
functionality should be available to keyboard users. Screen readers should
announce the state of the content as collapsed or expanded.
