In Tools > Record display customizations the Help link goes to the News
section of the Manual. This is incorrect: if the feature has not been
documented yet, it should either go to the top of the module page (Tools) or
the Manual home page. This feature has actually been newly documented, at:
https://koha-community.org/manual/latest/en/html/tools.html#record-display-customizations-label
The same issue has been observed for the Help link in Tools > HTML
customizations. It also goes to News, when it should go to
https://koha-community.org/manual/latest/en/html/tools.html#html-customizations
