At the moment, if you add a restriction to a patron account and add a comment,
the alert for the patron will still say the following underneath:
"Usually the reason for freezing an account is old overdues or damage fees. If
it appears that your account is clear, please contact the library. Check your
charges page. Check your overdues."
It doesn't really make sense to show this, because the restriction has a
comment.
We should probably have a comment flag where if any restriction has a comment,
don't include the generic comment. If there isn't any comments, then include
the generic comment.
