The documentation for adding new acquisition funds has a warning that an owner
is required in order to use the Restrict access to options, even if the desired
restriction is only to the library level.
With the application of the patch in 'Bug 12019 - funds displayed on
acquisition home show funds of all branches' the restrict access to option can
work with just library set.
Perhaps this warning could be updated to something like "To use the access
restriction setting you must also set the associated library, user, or owner
fields."
