After reviewing all the bugs and the dependency tree... I think I understand what you're trying to do here. Trying to build up the components in separate bug reports before tying them all together. Yeah that makes sense conceptually. Makes things a bit tougher to test, but I get it now... I don't love the idea of signing off on a bug report just because it's passing tests though...
