This is my understanding of the current implementation: 1) Even if EnableZotero is off, if OpacExportOptions contains 'utf8', opac-export.pl?bib=76&format=utf8 will still work 2) EnableZotero only matters when utf8 is NOT in OpacExportOptions - it's a fallback allowing the request to succeed anyway 3) I understand that the default being enabled makes sense.
