If a default rule is set for a patron category, a specific library can't decide
to not send a notice for this category. 
If we set nothing for the library, the default rule is taken, if we set a delay
and a notice (and optionally a restriction) but no transport type (email,
phone, print, ...), the default rule transport type is is still taken.

In reality this module don't differentiate "I don't want to send notice" and
"There is nothing setup, check the default rule"

We could add a checkbox "No notices" next to other transport type to allow
explicitly cutting notices for this library/category.


To reproduce : 
0- Have at least one category with "Overdue notice required" set to Yes
1- Go to Tools > Overdue notice/status triggers
2- In the "Default" rule set, for a category A : set a delay, a letter and
select at least one transport type (email, print, sms, ...)
3- In a library (B) specific rule set, for the same category A : set a delay, a
letter but do not select a transport type (email, print, sms)
4- Setup an overdue for a borrower in category A from library B (on an item
from library B)
5- Run the script misc/cronjob/overdue_notices.pl 
    What we want is to apply the library specific rule and send nothing. 
    What happens is taking the library specific delay and letter, but the
default transport type (as there is none for library specific)
