In addition to 'manage_additional_fields' under 'Manage Koha system settings
(Administration panel) (parameters)', the new Bug 38262 - Add additional fields
to vendors feature requires the top-line 'Acquisition management (acquisition)'
permission. It should only require 'Manage vendors (vendors_manage)' from the
'Acquisition management (acquisition)' section (in addition to
'manage_additional_fields' from 'parameters'), not the entire group, since the
top-line permission gives access to many acquisitions features that aren't
related to vendor management.
